Cleve Steward, Principal
Steward and Associates principal and lead scientist, Cleve
Steward, is a fisheries scientist and consultant with over
twenty-five years of experience and education in salmon and
trout ecology and management, both as a government employee
and as a consultant. Cleve has extensive experience in the
fisheries management field and has undertaken numerous projects
for federal and state agencies, Indian tribes, universities,
private firms, and environmental groups from throughout the
region. He is a recognized authority on the habitat and migratory
requirements of juvenile salmonids and has broad expertise
in freshwater ecology and fisheries management. He is frequently
solicited to provide expert opinion and help resolve conflicts
involving fisheries and aquatic resources, including surface
water management, watershed impacts, salmon hatchery impacts,
salmon smolt passage survival and behavior, and monitoring
and evaluation techniques.

John Lombard, Senior Policy Analyst
John Lombard is a senior policy analyst with experience in
watershed management, basin planning, development regulations,
intergovernmental coordination and endangered species policy.
From 1996 to 2000, John was King County’s coordinator
for salmon recovery planning in the Lake Washington watershed,
which involved working with all 28 cities, both counties,
federal and state agencies, tribal governments and community,
business and environmental groups in the 700-square-mile planning
area. His book, "Saving
Puget Sound: A Conservation Strategy for the 21st Century",
was published in November 2006 by the American Fisheries
Society and the University of Washington Press. The book develops
a practical, long-term strategy to conserve the Puget Sound
region’s natural heritage in the face of continued population
growth and climate change. (See www.savingpugetsound.comfor details.) As a policy analyst with Steward
and Associates, John leads our practice to assist local governments
with updates to their critical area regulations and other
land use policies. He also serves as a liaison between clients
and watershed planning efforts, particularly regarding implementation
priorities.

Dustin Hinson, Fisheries Biologist
Dustin Hinson is a fisheries biologist with an advanced degree
in aquatic ecology. He has experience working with federal
agencies, non-governmental organizations, and universities
in areas relating to fisheries management and aquatic community
response to habitat alteration and degradation. Dustin has
a variety of field and laboratory experience, including sampling
and identification of fishes, aquatic macroinvertebrates,
and aquatic macrophytes, as well as inventory and monitoring
of stream and wetland habitats. As a Research Associate with
Steward and Associates, Dustin provides our clients with expertise
in technical field sampling and report writing, assessment
of native aquatic fauna, aquatic restoration, wetland delineation,
and research and analysis of environmental impacts to aquatic
species and habitats.

Jennifer East, Marine Biologist
Jennifer East is a biologist with a background in marine science and wetland ecology. Jennifer has conducted marine science research in both laboratory and field settings, which included technical report writing and public presentations. She has field experience assisting in wetland delineation, and the identification of hydrophytic vegetation and soils. As a Steward and Associates biologist, Jennifer has participated in projects involving land use policy, ecological database management, biological assessments, and technical document review for a variety of clients including federal agencies, non-governmental organizations, and community members.

Jennifer Holton, Wetland Ecologist
Jennifer Holton is a wetland ecologist with a certification in wetland sciences and management. She has experience working with federal agencies, non-governmental organizations, and local community members in areas relating to wetland ecology, marine ecology, and aquatic community response. Jennifer has a variety of field and laboratory experience, including sampling and identification of fishes and aquatic and marine invertebrates, analyzing water quality of local aquatic systems, as well as inventory and monitoring of stream and wetland habitats. As a Research Associate with Steward and Associates, Jennifer provides our clients with expertise in technical field sampling and report writing, assessment of native marine and aquatic fauna, aquatic restoration, mitigation and restoration design, wetland delineation, and research and analysis of environmental impacts to marine and aquatic species and habitats.

Tad Schwager, Marine Fisheries Biologist
Tad Schwager is a marine fisheries biologist with a diverse background that includes coastal and estuarine oceanography, fisheries ecology and natural resource science, economics and policy. With this background, he is able to formulate holistic and balanced solutions to natural resource problems. Mr. Schwager has worked with federal and state level government agencies, academic groups and private consulting firms on various biological investigations and has extensive experience in the field. At Steward and Associates, Tad provides expertise in planning and data analysis for projects relating to marine fisheries, support for estuarine and aquatic field projects, and technical report writing.

Chris Sergeant, Fisheries Biologist
Chris Sergeant is a fisheries biologist with broad experience in fisheries research and policy. His specific areas of expertise include salmonid biology and policy, food webs of large aquatic systems, bioenergetics analysis, and adaptive management and monitoring. Mr. Sergeant has worked with state and county government agencies, non-profits organizations, academic groups, and private consulting firms. At Steward and Associates, Chris provides expertise in planning and data analysis for projects relating to fisheries, support for field projects, and technical report writing.

Jonathan Shelby, Wetland Ecologist
Jonathan is an ecologist with a background in evolutionary biology and wetland ecology.
Jonathan has conducted wetland ecology research in both laboratory and field settings. He has
field experience assisting in wetland delineation, hydrogeomorphic assessment of wetland
functions, and the identification of hydrophytic vegetation and soils. His lab experience includes
carbon, nitrogen, and phosphorus analysis of plant and soil samples, radiometric dating of soil
cores, and determination of soil bulk density. As a Steward and Associates ecologist, Jonathan is
participating in projects involving land use policy and biological assessments for a variety of
clients including federal agencies, non-governmental organizations, and community members.

Ryan Hale, Wetland Ecologist
Ryan Hale is a wetlands ecologist with a B.S. in Environmental Studies, and has completed the
Army Corps of Engineers Wetland Delineation and Management Training Program. Mr. Hale has
worked extensively with local governments, state and federal agencies, and public and private
entities on a variety of projects which include wetlands delineations, monitoring, and permitting,
and threatened and endangered species field surveys and habitat mitigation.
